Purpose:
Shell Energy Singapore (SES) trades and markets LNG, natural gas, power and renewable energy certificates (RECs) in Singapore. It provides comprehensive energy solutions to customers and is a leading supplier of LNG and gas. Currently, it supplies about 40% of the total gas market in Singapore and is a significant contributor to the Shell Energy Asia (SEA) business. As it purchases a majority of its LNG from SLMT, it is SLMT’s key partner and produces significant value-add. Despite the introduction of a central gas aggregator in Singapore, SES has established a strong presence in the gas market in the years ahead.
Looking ahead, SES will continue to grow its gas C&I, power and RECs businesses to maintain its role as a significant player in the Singapore energy market. The priorities are to:
Protect and optimize the value of the legacy gas contracts
Grow the value of our C&I business
Develop our bio-LNG portfolio and become an anchor supplier to Singapore
Build a long-term renewable power business via power import projects and create a linked scalable trading strategy for both gas and power
Accountability:
The Commercial Gas Operations team is part of a wider SES Operations team responsible for day-to-day management of SES commercial activities in Singapore.
The team manages gas demand from all SES’ long-term and short-term buyers, including analyzing and anticipating the offtake trend, working closely with SLMT’s Short Term team to optimize the cargo delivery and maximize the flexibility in accessing terminal storage capacity. This requires thorough understanding of the commercial aspects of all the contracts (i.e. GSAs, TUA, TICA, SPA, etc.) and build strong relationships with both internal and external stakeholders to negotiate such optimization arrangements, some of which go beyond the contractual rights.
A Commercial Gas Operator is constantly expected to create value for the business, including but not limited to the following:
Managing gas demand, LNG cargo scheduling, and terminal/pipeline capacity.
Development of forecasting tools to optimize supply portfolios and trading opportunities.
Provide practical operational solutions to Commercial/Trading teams to create tank capacity for capturing of any potential short-term opportunities.
Monitoring and investigation of operational issues (for instance M&T problems) to prevent profit leakage.
Negotiates with stakeholders to resolve operational gaps and enhance value.
Ensure compliance with contracts, licenses, and regulatory obligations.
Operates gas nomination systems and managing LNG inventory.
Key roles and responsibilities are as follows:
Ensure that the associated operations fully comply with Shell’s internal standards incl. compliance and HSSE, paying special attention to HSSE hazards and risks that may have impact on Shell’s license to operate.
Ensure that Shell meets its contractual obligations to customers, terminal and regulator, as well as compliance with shipper license obligations while protecting and optimizing Shell’s values.
Establish and sustain relationships with counterparts within the relevant energy community with a view to preserve Shell’s position in its targeted markets.
Analyze buyers’ gas offtake and liaise closely with Short Term Optimization Trading team to optimize cargo delivery to ensure maximum commercial value for Shell on an enterprise level.
Monitor periodic (Annual/Monthly/Weekly/Daily/Hourly) nominations/offtakes/schedules of gas buyers to support SES commercial team in the decision-making process to maximize flexibility in accessing terminal storage capacity.
Monitor LNG inventory and cargo schedules to ensure that there is enough inventory to meet Shell’s downstream obligations with storage constraint.
Maintain a thorough understanding of all contractual, license and regulatory obligations managed by the Commercial Gas Operations Team, including but not limited to GSAs, TUA, TICA, SPA etc.
Design the relevant business processes and procedures; and keep them current.
Troubleshoot issues and work towards solving operational issues amicably with relevant counterparties, including but not limited to LNG terminal, LNG supplier/site, Gas Buyers, Shell commercial team, regulatory bodies, Pipeline Operator, Vessel Owners etc.
Assist in coordinating day to day activities across all relevant operational activities, including working closely with relevant support functions to resolve any operational issues encountered.
Provide operational input to contractual arrangements for new projects, new contracts and spot cargoes proposed by commercial team.
Operate Shell’s nomination portal and systems; work closely with after-hours service provider, buyers, and necessary IT support as duty manager on a rotational basis.
Ensuring correct and timely billing/invoices for both receivables and payable.
Dimensions:
Works closely with the relevant Commercial Team, Finance, LNG Optimization and IT on day-to-day basis.
Interacts and manages gas customers with over 10 GSAs and 30 GRAs on both term and spot basis. Also manages interactions with LNG terminal and LNG suppliers on operational and commercial activities.
Uses specific applications to manage gas nomination/scheduling and capturing of inventory, cargo, send-out positions. There are hundreds of transactions per day with nomination and scheduling performed on an hourly basis requiring effective real time information, reliable systems, rapid and efficient processes across the many activities supported by clear and up to date documentation. Electronic messaging is highly critical and vital part of the hourly activities which manage the gas nomination and scheduling.
A key criterion is to be able to operate within a non-standard environment where the counterparty requires and expects considerable support and at the same time, be able to gently introduce standardization and efficiency.
Skills & Requirements:
Knowledge of LNG industry concepts, Singapore’s gas/power market, and pipeline networks.
Experience with Gas Sales Agreements, LNG SPAs, Terminal Use Agreements, and the Singapore Gas Network Code.
Strong commercial awareness of LNG trading, terminal operations, and inventory management.
Advanced Excel skills, familiarity with analytical tools or programming is a plus.
Ability to manage and analyze large data volumes and complex IT systems.
Excellent relationship management and communication skills.
Proactive problem-solving mindset and ability to collaborate with diverse stakeholders.
Strong analytical skills, attention to detail, and adaptability in a fast-paced environment.
Additional Information:
Role is expected to respond flexibly to requests out of normal office hours, and requires periodic/scheduled work during evenings, weekends & holidays.
