Job Description
- Lead a team of responsible for the commissioning and start up of the substation project.
- Develop and manage commissioning plans, including timelines, resource allocation, and budget.
- Responsible for working with multiple stakeholders, to ensure the project’s delivery of the Construction Quality Assurance and the Commissioning Process for the project.
- Collaborate with project teams, contractors, and stakeholders to ensure smooth project execution.
- Scheduling and reporting of commissioning activities, issue management and official sign-off from partner teams.
- Responsible for ensuring that each project meets the client commissioning guidelines and standards which may be adjusted from time-to-time based on best practices and lessons learned drawn from previous projects.
- Responsible to manage all commissioning project documentation that all the project teams including construction, QA/QC and Commissioning team members are properly documenting and that all the documentation is correct and the acceptance of the resolution from the various team members.
- Manage and coordinate the inspections, perform tests, and document results to verify system performance.
- Responsible for the managing the commissioning process from site selection process for vendor onboarding, organizing commissioning workshops, technical due diligence design review, developing commissioning strategy and plan, attending factory & site acceptance testing, technical issues resolution, commissioning close out and turn over process.
- Manage, create and /or maintain best safety, quality, testing and commissioning practices and update the Cx Process to develop a safe, quality, and cost-effective solutions.
- Responsible for the development of commissioning procedures and standards and making regular construction site inspections to review safety, construction, QA/QC, and commissioning process.
- Reports regularly on construction progress, QA/QC, commissioning progress, issues, and KPI metrics to management.
- Manage Cx meetings and Cx activities of vendor project managers including integration of lessons learned.
- Accountable for developing, managing, and reporting on safety, scope, schedule, and budget of the Commissioning Process.
- Coordinating with the interconnecting entity such as the Owner and Operator.
Qualifications
Requirements
- Candidate must be bi-lingual in English and Mandarin.
- Be willing to be based in Taiwan in the field directly on the project site.
- Bachelor’s degree in Engineering or Engineering Technology or equivalent industry experience.
- Minimum 10 years’ commissioning experience in high voltage substations
- Experience in commissioning key systems of the substation including, but not limited to the high voltage switchgear, transformers, protection systems, cables, SCADA, fibre optic, fire protection, telecom.
- Knowledge to develop, write and approve Commissioning plan and procedures
- Knowledgeable on international standards and best practice for commissioning
- Candidate must possess strong written and verbal communication skills
- Knowledge of Electrical and mechanical test equipment
- Computer/IT knowledge of Microsoft Office, Microsoft Project tool, Conference call and Internet skills.
