To ensure that Residential Services (RS) operations at Boys’ Town Shelter run smoothly through effective manpower planning, operational oversight, and adherence to regulatory requirements. The Deputy Manager plays a key role in maintaining a child-safe environment, ensuring the well-being and positive development of residents, and supporting the professional growth of staff. The role also involves cross-departmental collaboration, supervision, and proactive engagement with internal and external stakeholders to deliver high standards of care and operational excellence.
JOB RESPONSIBILITIES
FUNCTIONAL
- Coordinate and monitor Shelter operations; provide feedback, updates, and recommendations to Head of RS weekly.
- Maintain fidelity to the Model of Care and conduct regular reviews to track changes.
- Train and align new hires (e.g. Youth Specialists, Senior Youth Specialists, Assistant Leads) to Boys’ Town SOPs.
- Track and review Shelter Staff portfolios, training hours, and budget expenditures.
- Provide bi-monthly supervision to Senior Youth Specialists and Youth Specialists.
- Plan and revise daily and holiday programmes to motivate resident participation.
- Maintain and update the Residential Handbook, brief new residents on rules and expectations.
- Collaborate with RS Units (Programmes, Social Work, Education) for residents’ needs.
- Follow up with Education Officers on residents’ school matters.
- Coordination with meal vendors and responsible for putting up payment requests to vendors.
- Manage and process petty cash claims, Pocket Money disbursements, and Transport claims.
- Oversee and ensure staff compliance with MC and leave applications.
- Coordinate MSF-related incident reports and maintain up-to-date MSF Stats for monthly/quarterly reporting.
- Liaise with community stakeholders such as Community Police for matters relating to Residential Services
- Participate in and document Shelter meetings, RS Core meetings, and key stakeholder engagements.
- Track payment requisitions to food vendors and ad-hoc staff.
- Participate in research, programme evaluation, and assist with Board Meeting slides quarterly.
- Ensure compliance with Boys’ Town, MSF, and regulatory bodies’ requirements.
- Represent Head of RS in his/her absence.
- Ensure timely updates of documents (SOPs, JDs, Portfolios, Fire Drill Reports, BOV Reports).
- Lead planning, drafting, and finalization of monthly duty rosters.
- Conduct staff interviews, onboarding, and annual performance appraisals.
- Monitor and assist in budget planning, expenditure, and vendor payments.
- Participate in setting, tracking, and evaluating annual KPIs.
- Annually review Job Descriptions and Standard Operating Procedures for relevance and improvement.
- Provide feedback to senior management to inform policies and decision-making.
- Participate in Boys’ Town fundraising and agency-level commitments.
- Collaborate closely with staff across departments to ensure client welfare.
- Perform any other reasonable duties as assigned by the Directors or Executive Director in the interest of the clients and organisation.
Job Requirements
- Bachelor’s degree or higher (related discipline, Social Work/Psychology/Counselling is preferred)
- 5 years relevant working experience. At least 3 years’ experience in residential setting preferred
- Proficient in MS Word, Excel, Powerpoint, Outlook
- Resilience and ability to work in a team
