Job Responsibilities
Consultant is to act as an independent third-party role to provide Environmental Protection, Health, and Safety (EHS) Consultancy Services to the Employer on monitoring and reporting any EHS matters associated with construction activities performed by main contractor including their residential full-time EHS personnels engaged at the construction premise at any time during the Service Period.
The Consultant will be responsible for providing such services by working closely with the main contractor, residential site staff (RSS) of consultant companies , the Employer and the Tenant to address and handle all EHS matters professionally.
The Consultant shall report to the Employer’s EHS managers.
The Consultant shall undertake the following role of professionals, subject to approval of the Employer & the Tenant:
(a) to give recommendations to the Employer and the RSS of consultant companies on the matters of EHS management system established by the main contractor and where the establishment includes but not limited to:
· Safety-in-design risk assessment
· Project-specific EHS plan
· Emergency response plan
· Risk assessments for activities carried out
· Signboard for construction site at entrance of each work area
(b) to monitor, recommendation and report proper functioning of the EHS instructions as stated by Employer’s in-house standards, and the Tenant’s specific needs or requirement, and its compliance in relevant EHS regulations and ordinances applicable in Singapore.
(c) to review, advise and comment on requirements, standards, procedures on construction health, safety, and environmental protection during the project construction.
(d) to carry out site inspection at a frequency of three times per week to monitor and review main contractor’s works, identify EHS risks, and make recommendations to main contractor, RSS of consultant companies, the Employer, and the Tenants, and to monitor follow-up actions carried out by the main contractor in order to prevent accident occurrence.
(e) to represent Employer to lead accident (or incident) investigations and root cause analysis including environmental infringements, identifying underlying or contributory causes, make recommendations to main contractor to prevent similar incident from reoccurrence, share the report with the Tenant via designated reporting procedures within prescribed timeframe, and monitor completion of remedial actions carried out by the main contractor within prescribed period.
(f) to consolidate EHS data and/or information from main contractor (e.g., KPIs and samples of photo records, document, reports, and records) to compile, analyze and produce weekly report that shall include but not limited to:
· Monthly Site Safety Works by Senior Management;
· Weekly Site Safety Walk by Project Manager;
· HRA 3-weeks Look-Ahead forecast;
· Incident Reporting & Log;
· Trend of irregularities;
· Records of key performance index (KPIs) including accident statistics;
· Incident investigation report and root cause analysis report, if any; and
· Any other content as required by Employer and the Tenant.
(g) to prepare and provide online presentation to the Employer and the Tenant on all matters of construction health, safety, and environmental protection on weekly basis.
Job Requirement
- Well-verse with legal requirements on safety and environmental aspects in Singapore.
- Must be registered safety officer holding of basic environmental trainings in Singapore.
- Possess with professional membership, e.g., IOSH or registered safety auditor, will be advantageous.
- Minimum 5 years of work experience in the area of property development.
- Must be able to work on MS Office in particular PowerPoint.
- Must be proficient in written and oral English.
- Can be communicated with Chinese will be advantageous.
