THK MC was incorporated on 13 October 2011 as a charity to provide multiple social and welfare services to the community at large, and achieved an Institute of Public Character (IPC) status on 18 November 2011. THK MC is the charitable arm of Thye Hua Kwan Moral Society, which lives by the mission To Serve Mankind to help anyone who needs help regardless of their race, religion, colour, language, creed and culture. THK MC today serves more than 70,000 beneficiaries through more than 70 programmes across five Services, which include Disability, Early Intervention for Children, Family, Seniors' Community, and Therapy.
RESPONSIBILITIES
Thye Hua Kwan Moral Charities (THKMC) is seeking a dynamic and experienced Manager, Enterprise IT and Cybersecurity to join our forward-thinking Digital Innovation and Technology (DIT) team. In this key leadership role, you'll oversee the end-to-end management of our network infrastructure and helpdesk operations, ensuring seamless IT support and robust system security across the organisation.
Key Responsibilities:
Network & Infrastructure Management
- Lead the design, implementation, and optimisation of THKMC's network and infrastructure systems to support daily operations and long-term goals.
- Provide technical guidance and hands-on support for infrastructure-related matters, including data services, system upgrades and network schematics.
- Plan and execute network upgrades and expansions; troubleshoot issues to ensure high availability and performance.
- Maintain up-to-date technical documentation to support audits, procurement and compliance purposes.
Cyber and Network Security
- Develop and implement a comprehensive cybersecurity strategy that aligns with Zero Trust architecture principles to safeguard company assets, systems, and data across hybrid environments.
- Lead incident response and threat mitigation efforts, ensuring rapid containment and resolution of cybersecurity breaches, with a focus on minimizing impact to critical infrastructure and maintaining business continuity.
- Oversee enterprise network security, including segmentation, access controls, and continuous monitoring, to uphold the integrity, confidentiality, and availability of data in accordance with Zero Trust models.
- Ensure compliance with cybersecurity regulations and standards such as ISO/IEC 27001, NIST, and local data protection laws, while embedding security-by-design practices into IT governance.
- Manage and mentor the cybersecurity team, fostering a culture of proactive defense and continuous learning, and providing direct supervision and development support for team members.
Operations & User Support
- Lead and mentor the Helpdesk team to deliver timely, efficient, and user-centric IT support across the organisation.
- Develop and enforce policies, procedures, and service standards for helpdesk operations.
- Monitor key performance indicators (KPIs) to ensure service excellence and continuous improvement.
- Manage and optimise the helpdesk ticketing system to track, prioritise, and resolve support requests efficiently
Team Leadership & Strategic Alignment
- Coach and develop Helpdesk, CyberSecurity and Network staff, promoting a collaborative and high-performance culture.
- Conduct regular team check-ins, training sessions, and performance reviews.
- Manage the IT budget, ensuring cost-effective use of resources and alignment with organisational needs.
- Collaborate with internal stakeholders to align IT initiatives with strategic business objectives.
- Bachelor's degree in Information Technology, Computer Science, or a related field.Minimum 5 years of experience in network management and helpdesk operations.
- Strong technical expertise in network protocols, firewall configuration, and Cybersecurity frameworks and protection practices.
- Excellent problem-solving, leadership, and communication skills.
- Proven experience in vendor management, procurement, and budget oversight.
- Ability to communicate complex technical information to non-technical audiences.
- Strong interpersonal skills with the ability to work across departments and with senior leadership.
- Relevant certifications such as: CISSP, CCNA, ITIL, PMP, or CITPM would be advantageous.
- Advanced knowledge in the following areas would be preferred:
- Cybersecurity frameworks and network protection practices.
- Firewall configuration, IDS/IPS systems, and endpoint protection tools.
- Familiarity with industry compliance standards (e.g., ISO 27001, PDPA, NIST).
