RESPONSIBILITIES
- This position is for Office of the Provost (PVO).
- Research Data Governance
- Review, update, and maintain institutional policies and procedures related to research data governance.
- Coordinate the rollout of a university-wide framework and downstream processes to establish best practices for managing, protecting and sharing data in accordance with the University's research data management policy.
- Facilitate the review of requests to access and use SMU data for research.
- Develop guidelines and materials to raise awareness on institutional policies relating to data governance, data sharing, and data use & access. Circulate these materials at appropriate platforms including faculty and staff orientation, research grant handover sessions, seminars and workshops.
- Data Protection, Regulatory Compliance and Risk Management
- Maintain institutional-wide workflows and coordinate with SMU's Schools, Offices, Centres and Institutes to meet internal and external compliance standards for research data governance and cybersecurity for research.
- Vet data management, non-disclosure and other related agreements arising from SMU's research collaborations and activities, and highlight contractual obligations, institutional risks and other issues.
- Liaise with faculty and researchers to evaluate data management and protection requirements stipulated by government agencies, sponsors and collaborators, and ensure the necessary safeguards are in place.
- General Administration
- Serve as secretariat to the University's Committee for Governance, Use and Access of Data and AI in Research, and executing the projects and tasks undertaken by the Committee.
- Support other aspects of research governance of relevance to SMU's Institute's Centres & Labs, Use of Artificial Intelligence in Research, and Research Security matters.
- Any other duties as assigned.
- Bachelor's degree and at least three years of relevant work experience in Data Governance / Management.
- Those who have worked in Research Governance, Data Management, or Cybersecurity, Compliance roles would be preferred. A background in IT / Information Systems, Database Management may be helpful although it is not a requirement.
- An understanding of data governance principles, especially in the context of universities and R&D environments, and Singapore's regulatory requirements relating to data protection and cybersecurity.
- Ability to understand and interpret policy documents, and develop clear guidelines for downstream implementation and compliance.
- Ability to perform desktop research on relevant laws, policies and best practices, and help with drafting policy papers, frameworks, rules and guidelines.
- Good problem-solving skills. Proactive and resourceful in initiating conversations with stakeholders to identify and implement solutions.
- Strong analytical skills. Competent in sourcing and compiling data, extracting relevant and accurate information, and generating analyses or opinions to facilitate decision making.
- Independent worker with strong follow-up and thrives in cross-functional teams.
- Ability to manage sensitive information with discretion and maintain confidentiality.
- Good oral and written communication skills.
