Position Overview:
We are seeking an experienced and highly competent Quality Manager to oversee quality assurance and quality control activities for the TPC 2 Offshore Wind Farm construction project. The Quality Manager will ensure compliance with project quality requirements, international standards, and contractual obligations, supporting the successful delivery of all phases of the project. This is a key role within the Employer's team, requiring close collaboration with contractors, subcontractors, and stakeholders.
Key Responsibilities:
- Develop, implement, and maintain the Project Quality Management Plan (PQMP).
- Oversee and audit the quality performance of all contractors and subcontractors across onshore and offshore scopes.
- Ensure project compliance with relevant ISO standards (e.g., ISO 9001), DNV/GL guidelines, and local regulatory requirements.
- Coordinate and manage quality inspections, surveillance activities, and quality reporting.
- Review and approve contractor quality documentation including ITPs, NCRs, and QA/QC procedures.
- Lead quality-related meetings and provide support for interface resolution between Employer and contractors.
- Track and manage non-conformities, root cause analysis, and implementation of corrective/preventive actions.
- Maintain detailed and accurate quality records throughout the project lifecycle.
- Support Employer in quality-related communications with TPC (Taiwan Power Company) and relevant authorities.
- Provide regular quality performance updates to project management.
- Ensure compilation of all as built documentation and proper recording of all events for transfer to O&M team.
Qualifications and Experience:
- Bachelor’s degree in Engineering, Quality Management, or related field.
- Minimum 7 years of experience in quality management in the energy or offshore construction sector. preferably offshore wind sector.
- GWO certification or willingness to obtain.
- Solid understanding of offshore wind project lifecycle and associated quality challenges.
- Familiarity with international quality standards and industry best practices.
- Proven experience in auditing, inspection, and document control.
- Strong analytical, communication, and problem-solving skills.
- Offshore safety certification (e.g., GWO) is an advantage.
Contract Terms:
- Full-time project-based contract
- Duration: July 2025 – September 2026 (15 months), with possibility of extension.
- Based in Taiwan with offshore travel as needed.
