Wood is recruiting for Senior Project Engineer with extensive experience in the pharmaceutical sector.
Drive and deliver assigned capital projects with zero safety / zero quality incidents and within agreed schedule and authorized budget. Assist Engineering Manager (Projects), Engineering Director and Project Sponsors to achieve site and department objectives through timely delivery of projects in compliance with EHS / Engineering standards, regulatory requirements, Good Manufacturing Practice (GMP) and Good Engineering Practice (GEP).
- Initiate project business case (STP - Situation, Target & Proposal including cost / schedule / risk), Project Investment Proposal (mPIP / PIP) and Justification Paper.
- Lead / coordinate a team of multidisciplinary and multifunctional professionals including engineers, designers, external contractors, safety & GMP professional and user to ensure capital projects delivery from inception to benefit realization.
- Design a facility that meets user requirements (in terms of facility’s operability and maintainability) in accordance with Clients EHS and Engineering standards. Engineering design: Electrical, mechanical and process design and troubleshooting
- Provide technical specifications of equipment, as well as establish the work scope required for the successful implementation of projects. -Engineering design: Electrical, mechanical and process design and troubleshooting
- Track cost and schedule, project milestones to ensure timely and cost-effective completion of projects.
- Initiate and manage change control requirements (GXP and Non-GXP) to ensure compliance with site and regulatory requirements.
- Initiate Project Change Management (PCM) forms for any scope changes, assess / record the impact to cost/ schedule and get authorised before proceeding with change implementation.
- Administer vendor contracts for outsourced projects and liaise and manage relationship with the contractors to ensure smooth implementation of projects.
- Approved vendors engaged for supply of equipment / services; and seek endorsement for any exclusions from Engineering Manager(s).
- Monitor and maintain construction safety of projects on site to ensure compliance with site and regulatory safety requirements. Ensure all execution works are risk assessed, and Permit-To-Work obtained before work execution.
- Lead Multidisciplinary walkdown upon Mechanical Completion and complete the Priority items identified in the punch list
- Develop and conduct Validation (ICC/ IQ) for installation works and support OQ/PQ in accordance with GMP, EHS /GEP requirements
- Communication and escalation of project progress, key risk areas and support requirements enabling successful delivery of the project and benefit realization
- Manage and execute the project in compliance with Safety & Quality standards and local government legislations (if applicable)
- Manage and execute capital project implementation in accordance with the Global Project Management Framework (PMF) and Financial Governance throughout the project life cycle.
- Lead Criticality Assessment / PCCE Assessment (Physical Contamination Causes Elimination) / MEIRA (Mechanical Equipment Ignition Risk Assessment) for newly installed assets.
- Ensure post implementation tasks are completed timely to enable Project technical closure (Planned Changes)
- Lead Capital Compliance meeting with Finance team to review Aged Asset Under Construction (AUC) value, project closure capitalization adherence and resolving any financial related workflow issue
- Establish staffing cost for individual projects during funding approval
- Establish Control budgets for each Projects and escalate for endorsement when need to draw the approved Contingency funds
- Issue Project Cost reports for major projects and minor Projects when required.
- Monitor Plan / actual spend / forecast / Exchange Gain or Loss (EGOL) and initiate necessary Supplementary authorization / Project Funding Extension / Reauthorization proactively.
- Support the delivery of 3/1 Capital plan together with cross functional team to develop, optimize and finalize the 3/1 capital plan as part of Site Facilities Master Plan to supports security of supply & strategic initiatives. Business analyst support, stakeholder facilitation for business case development.
- Lead Project / Finance compliance audits
- Provision of expert advice / consultancy on technical issues for the site in their respective field of specialization (Senior Project Engineers). Conducting workshops to share project delivery & subject SME best practices
- Embed Production System in the delivery for capital projects. Productivity improvement initiatives, optimizing/simplifying way of working. Managing digital platforms & data analytics for CAPEX plan steering
Professional
- Good honours degree in any engineering discipline
- Relevant experience in the project execution, Project management in chemical/pharmaceutical industry
- Knowledge of project controls
- Experience of working with and managing Engineering, Procurement and Construction Management (EPCM) Contractors /Third Party Service (TPS) providers
Technical
- Knowledge of industrial standards
- Knowledge of cost estimation methodology
- Knowledge of project schedule planning and control
- Knowledge of GMP, GEP, GDP and EHS requirements
- Appropriate knowledge of Local Standard Operating Procedures (SOP)
