Compliance Manager – Licensing & Risk Management
We are seeking a Compliance professional with experience in Major Payment Institution (MPI) license in Singapore to assist in managing the company’s global licensing and compliance obligations. The successful candidate will play a key role in ensuring the organisation operates in accordance with applicable regulatory requirements while supporting the broader compliance and risk management framework.
Key Responsibilities: MPI License Compliance (Singapore):
- Ensure ongoing compliance with MAS regulations under the Payment Services Act.
- Monitor changes in regulatory requirements and implement necessary policy and process updates.
- Conduct internal compliance reviews to validate adherence to license conditions and operational policies.
- Support the preparation and timely submission of regulatory reports, notifications, and audits.
Global Licensing Coordination:
- Assist the Group Compliance Director in overseeing global regulatory licenses, including renewal schedules, new license applications, and compliance documentation.
- Liaise with international teams to ensure adherence to jurisdiction-specific licensing and reporting obligations.
- Maintain an accurate register of global licensing activities and renewal timelines.
Compliance Risk & Incident Management:
- Proactively identify and assess regulatory and operational compliance risks across business units.
- Support the implementation of risk mitigation plans and monitoring controls.
- Investigate compliance breaches, conduct root cause analysis, and recommend remedial actions.
- Provide compliance training and advisory support to internal stakeholders.
Merchant Acquisition Risk & Onboarding Oversight:
- Conduct due diligence reviews on prospective merchants in line with AML/CFT and internal risk assessment standards.
- Monitor ongoing merchant activity to detect signs of fraud, high-risk behaviour, or regulatory breaches.
- Collaborate with risk, legal, and business teams to assess and approve complex or high-risk merchant profiles.
- Ensure onboarding practices are aligned with MAS guidelines and internal policies, including customer acceptance criteria and risk classification.
Requirements:
- Bachelor’s degree in Law, Finance, Business, or a related discipline.
- 3–5 years of experience in compliance, risk management, or payments regulation.
- Working knowledge of the MAS Payment Services Act and regulatory requirements for Major Payment Institutions.
- Experience in merchant due diligence, AML screening, and risk profiling in a payments or fintech environment.
- Strong analytical, communication, and problem-solving skills.
- Ability to operate effectively in a fast-paced, cross-border environment with multiple priorities.
