Job Responsibilities:
- Manage the full spectrum of HR functions, including manpower planning, recruitment, onboarding, training & development, policy updates, payroll verification, and monthly HR reports.
- Handle end-to-end recruitment processes for both management staff and construction workers, including work pass application, renewal, and cancellation.
- Provide HR advice and support to the management team in accordance with company policies and local regulations.
- Plan, budget, and implement employee welfare programs and team-building initiatives.
- Review and validate monthly payroll transactions and staff claims for accuracy and timeliness.
- Ensure timely and accurate submission of reports to statutory authorities such as IRAS, CPF Board, MOM, and other relevant agencies.
- Draft and manage employment contracts, HR letters, warning letters, and other HR documentation.
- Maintain and analyze employee records including exit interviews, turnover data, and absenteeism trends to support workforce planning and improvement.
- Manage WDA training grants, course registrations, and staff training records.
- Oversee renewal of staff insurance and manage insurance-related administrative matters.
- Coordinate the full exit process for resigning staff, including exit interviews and clearance.
- Provide guidance and administrative support to managers and staff regarding HR policies, employee benefits, and disciplinary actions.
- Ensure company HR practices comply with local labor laws and relevant statutory bodies (e.g., MOM, CPF, WDA, IRAS).
- Propose improvements to enhance HR service quality and operational efficiency.
- Assist in HR-related projects or any other ad hoc duties as assigned by management.
Job Requirements:
- A Master’s or Bachelor’s degree in Human Resource Management or a related discipline.
- At least 3 year of relevant HR working experience , preferably in the construction or engineering industry.
- Strong knowledge of Singapore labor laws, CPF, IRAS, and MOM regulations.
- bilingual in English and Chinese to liaise with Chinese-speaking internal/external stakeholders.
- Strong interpersonal, communication, and organizational skills.
- Proficient in Microsoft Office; experience with HR systems is an advantage.
- Able to work independently and handle multiple HR responsibilities with integrity and professionalism.
- Working days is 5.5 days
