The Cost Enginee r develops project budgets and cost estimates for all phases of a project in the oil/refinery/process industry. Responsible for controlling, forecasting and reporting project costs for Projects, Maintenance and Turnaround works.
Responsibilities
- Responsible for the practical application of Cost/Finance Standards including Work Processes, Estimating and Budgeting Practices and Cost Control Practices
- Implements cost management and reporting processes for project execution plan.
- Responsible for setup of project WBS in the cost forecasting tool, with proper tracking through purchase orders.
- Responsible for preparation of project budgets.
- Integrate scope growth, addendum and variation into the project forecasts.
- Responsible for proper application of direct field labor and prorateable definitions in the recommended practice to each estimate.
- Develop composite rates for project cost estimates.
- Validate all supplier and contractor invoices, ensure proper approval for payments.
- Responsible for reconciliation of cost forecasting tool and accounting tool of record (SAP/GSAP).
- Closing of each project WBS to meet financial requirements including closing of Purchase Orders.
- Set up vendor files, rates, and contract terms and conditions.
- Assist Contracts and Procurement (CP) with contractor reporting requirements and ensures appropriate language in contracts.
- Gather all committed cost data into project cost forecasts.
- Analyzes all costs, highlights concern and communicate all exceptions to stakeholders.
Requirements
- Minimum 5 Years experience in planning & executing projects and/or turnarounds.
- Bachelor’s degree (minimum and accredited) of any conventional Engineering Discipline, Project & Construction Management or Quantity Surveying.
- Experience with budgeting, contract, and procurement management.
- Written and verbal communication skills.
- Works effectively in a Team environment and build consensus.
- Computer skills - PowerPoint, Word, Outlook, GSAP, Excel, Project Controls Tools .
