Spearhead and oversee national manpower schemes, human capital development programmes, and sectoral workforce transformation and reskilling initiatives to enable enterprises to transform in the midst of disruption so as to drive better outcomes of our local workforce[What you will be working on]
Responsibilities
Drive EDG’s business strategy and implementation:
- Lead and drive the strategic vision of workforce transformation through enterprise and sectoral human capital capability development including job redesign and sectoral data insights to support industry and business transformation across 30 sectors.
- Oversee and provide strategic direction to drive performance outcomes of EDG divisions in alignment to MOM HQ and WSG’s corporate KPIs and priorities.
- Oversee the development and implementation of Jobs Transformation Maps across 23 sectors in collaboration with sector agencies, including development of timely interventions to cater to new emerging areas in digitalisation, internationalisation and sustainability.
- Oversee sectoral data analysis across 23 ITM sectors to advise on relevant manpower interventions, and to share insights with Sector Agencies, Board and other tripartite partners.
Sustaining a high-performing and engaged organisation:
- Co-lead with MOM HQ on review and enhancements to demand-led reskilling initiatives, development of contingency plans related to various economic scenarios and contribute to MOM’s annual COS budget review and announcements.
- Forge strong strategic linkages and partnerships with government ministries, agencies, unions, industry/employer associations, professional bodies and key account managed firms.
- Provide strategic advisory and guidance on the development and implementation of various enterprise capability development and workforce transformation programmes, both broad-based and sectoral
- Ensure the implementation of proper governance and due diligence in the crafting of partnership arrangements with various programme delivering entities.
- Drive group-level digitalisation and data strategy, innovation, and business process re-engineering projects as business owner sponsor to improve business efficiency and decision making, uplift governance and improve customer/user experience.
- Oversee and monitor overall EDG communications and outreach strategy and implementation, including social media and digital marketing strategy and awards recognition for employers, and perform as WSG’s media spokesperson for enterprise programmes
- Oversee and monitor the account-managed companies strategy in EDG through engagement insights and conversion analytics across Industry Divisions.
- Oversee employer strategy conceptualisation and operational implementation of approved plans including driving the necessary pivots in operations across the Industry Divisions.
- Oversee the development, roll out and timely review of various national manpower schemes and workforce initiatives, in particular the recently announced Enterprise Workforce Transformation Programme and other key programmes such as the Career Conversion Programmes, Mid-Career Pathway Programme development and refresh of Jobs Transformation Map, and Industry Catalyst Programme.
- Oversee the development of various contingency plans related to various economic scenarios envisaged resulting from recent changes in the global trading environment.
- Oversee the review of the Institutional Grant for the Institute of Human Resource Professionals (IHRP) in partnership with MOM.
- Oversee national special projects such as Jobs-Skills Integrator for the Retail Sector to strengthen employment and training eco-system reporting to National Jobs Council
- Co-chair committees and workgroups with sector agencies or trade associations to implement sectoral workforce initiatives to uplift human capital practices, shape industry transformation agenda and catalyse workforce solutions
- Oversee the administration and governance of various flow-through grants, fulfil various Board duties (as may be assigned as WSG’s rep) and representation in various sectoral committees in ex-officio capacity.
- Oversee the learning and development strategy, as well as implementation to support necessary pivots in strengthening core EDG key competencies in human capital solutioning, JR know-how, data analytics and digitalisation.
- Oversee various audits and follow ups
[What we are looking for]
Requirements
- Candidate should have at least 15 years of experience in relevant fields such as public policy, human capital development, business development, industry engagement, enterprise capability building, manpower and skills development programmes with at least 7 years in a management position.
- A proven track record in leading multi-agency projects or cross-cutting workforce initiatives and collaborations will be an advantage, as will having financial and statistical know-how.
- Candidate should have a good understanding of relevant industry background trends, workforce trends, business value chains, disruptive/new business models and know-how in human capital development, job redesign and workforce transformation
- Experience working in government organisations or familiarity with the mode of operation of the public service would be of value.
- Possess strong analytical, organizational, leadership and execution abilities, and being able to adopt a whole-of-government approach to matters
- Be able to drive and integrate policy, ops-tech and comms
- Be able to drive data strategy, harness various data and sectoral insights to advise on relevant manpower interventions
- Excellent problem-solving and holistic solutioning skills.
- Knowledge of broad government policies and imperatives, particularly manpower and funding principles and policies.
- Excellent interpersonal skills.
- Excellent oral and written communication skills.
