We are seeking a meticulous and analytical Cost Controller to join our dynamic team in Singapore. The role supports project delivery by ensuring cost control measures are properly implemented and adhered to. You will be responsible for tracking, analyzing, and forecasting project costs across a portfolio of varying energy projects.
This role requires close coordination with project managers, finance and engineering teams to ensure project financial health and cost efficiency throughout the project lifecycle.
Key Responsibilities:
- Project Cost Monitoring & Reporting
- Monitor and track project costs on a regular basis against budgets, forecasts and actuals.
- Prepare monthly cost reports, variance analysis, and financial dashboards for management.
- Highlight cost overruns or inefficiencies with actionable recommendations.
- Budgeting & Forecasting
- Assist in preparing project budgets and forecasts based on scope, schedule and resource plans.
- Support the development of cost estimation models for new or evolving projects.
- Cost Controls & Systems
- Implement and maintain effective cost control systems and procedures tailored to each project’s needs.
- Ensure proper coding and classification of costs in coordination with the finance team.
- Change & Risk Management
- Evaluate the cost impact of project changes or variations.
- Participate in risk assessments and cost impact mitigation planning.
- Procurement & Contract Cost Oversight
- Track commitments and expenditures from vendors, subcontractors and internal resource pools.
- Verify contractor claims and invoices against contracts and work progress.
- Stakeholder Collaboration
- Liaise closely with project managers and engineering teams for timely and accurate cost input.
- Support finance and audit teams with cost documentation and reconciliations.
Requirements:
- Degree in Accounting, Finance, Engineering or related discipline.
- Minimum 5 years of relevant experience in cost control or project controls, preferably in the energy, oil & gas, or infrastructure sectors.
- Strong understanding of contractual terms & frameworks, project cost accounting and financial principles.
- Proficient in MS Excel; knowledge of cost control software is advantageous.
- Ability to handle multiple projects simultaneously in a dynamic and fast-paced environment.
- Excellent analytical, communication, and stakeholder engagement skills.
- High attention to detail with a proactive hands-on approach.
Preferred Experience (Good to Have):
- Experience in EPC or offshore/onshore energy projects
- Familiarity with Singapore tax and financial reporting environment
