1. Purpose:
Fencing Singapore, the High Performance Sport Institute (HPSI), and the Singapore Sports School (SSP) are seeking a dynamic and experienced individual to manage the Fencing High Performance Pathway Programme - National Fencing Programme. The Deputy Programme Director supports the Programme Director in the strategic planning, development, and operational management of the National Fencing Programme. This role assists in implementing the strategic plan, supporting the development of a strong national team culture, and helping maintain a holistic development environment for athletes.
2. Reporting Relationships:
Reports to: Programme Director
Supervises: National Coaches, National Training Centre (NTC) General Manager, High Performance Manager
Works closely with: Secretariat Team, SSP Fencing Academy Coaches, NTC General Manager, Team Lead (HPSM), Specialist Functions (e.g. Sports Science, Athlete Life, CoachSG)
3. Key Responsibilities and Duties:
Strategic Leadership and Planning:
- Support the Programme Director in implementing Fencing Singapore's strategic plan, with a focus on high-performance outcomes
- Assist in developing and implementing the National Fencing Programme
- Support the management and implementation of the high-performance Athlete Pathway
- Support the review and maintain national team policies, selection criteria, and calendars, ensuring coherence with the Fencing Singapore pipeline
Programme Management and Operations:
- Support the daily operations and services of the National Fencing Programme
- Monitor High Performance Support Team processes and ensure alignment with HPSI
- Assist in coordinating the performance support team
- Maintain effective communication channels with athletes, coaches, staff, and stakeholders
Athlete and Team Development and Welfare:
- Monitor the wellbeing and holistic development of fencers and direct reporting in the National Fencing Programme
- Support the implementation of athlete development programmes
- Lead efforts to cultivate a positive team culture and a unifying national identity
- Support the implementing Safe Sport practices across all programmes
Stakeholder Engagement and Collaboration:
- Support the integration of the National Fencing Programme with HPSI, club coaches, parents, schools, and other stakeholders
- Assist in community engagement initiatives and gathering feedback through formal and informal platforms
- Partner with parents, coaches, schools, and clubs to build a positive high performance culture.
Monitoring and Evaluation:
- Manage systems for tracking and reporting athlete training and progress
- Assist in conducting periodic and annual reviews of the National Team Programme
- Support the implementation of improvement initiatives based on feedback and reviews
4. Cross-Functional Collaboration & Support
- Support the broader functions of Fencing Singapore, particularly the Pathway team, to ensure strategic and operational alignment.
- Contribute to athlete development initiatives and pathway planning when needed, recognising the Pathway team as the primary lead.
- Provide hands-on support during key local events such as competitions and trials, when additional resourcing is required.
5. Qualifications and Experience:
- Minimum 5 years of experience in sports programme management and athlete development
- Relevant qualifications in sports management or a related field
- Proven track records in supporting high-performance programmes
- Strong leadership, organisational, communication, and interpersonal skills
- Good knowledge of fencing and the Singapore sports landscape
- Experience in team management and stakeholder engagement
- Experience with delivering transformative outcomes through strategic planning and change management
