The Development Director, Health Systems, is responsible for designing and implementing an integrated health system that connects primary care, tertiary care, step-down care, and community health initiatives. This role includes developing healthcare financing frameworks, defining system outcomes, and setting up governance and implementation structures. The Director will also be responsible for creating a model for integrated care delivery, monitoring success metrics, and documenting best practices for scalability and future deployment.
Key Responsibilities:
System Design and Development
- Design the concept and framework for an integrated health system, including linkages across care settings and healthcare financing models.
- Develop a deployable model of the integrated system, including desired outcomes and key metrics.
- Build a robust primary care network with strategic linkages to secondary and tertiary care providers, supported by a financing structure for sustainable service delivery.
Programme Implementation and Governance
- Lead and manage the implementation of the integrated health system in defined phases with clear milestones and deliverables.
- Establish programme governance structures such as Steering Committees, Working Teams, and Module Leaders to ensure alignment and accountability.
- Set up a programme management office and implementation reporting framework, including cadence for regular updates and decision-making.
- Oversee programme progress, resolve roadblocks, and ensure timely delivery.
Outcomes Tracking and Performance Monitoring
- Define and operationalize key performance indicators (KPIs) and success metrics for the integrated system.
- Design and implement dashboards and reporting tools to monitor outcomes and performance in real-time.
- Analyse results, flag issues, and propose corrective actions as needed.
Knowledge Management and Scalability
- Codify insights, lessons learned, and implementation experiences into a comprehensive knowledge repository.
- Develop a practical playbook or manual to guide future deployments and system scaling across other regions or care settings.
Qualifications:
- Bachelor's degree in Health Administration, Public Health, Business, or related field.
- At least 10 years of experience in healthcare systems development, programme design, or strategic planning, preferably in integrated care settings.
- Proven leadership in multi-stakeholder programme management, healthcare transformation, or health system design.
- Strong understanding of healthcare financing models, outcome measurement, and system operations.
- Excellent communication, strategic thinking, and stakeholder engagement skills.
