Compliance & Site Inspections
- Ensure full compliance with statutory regulations (WSH Act, MOM, NEA, SCDF) and client EHS requirements.
- Conduct daily Toolbox Meeting, site safety walks, weekly formal inspections, and monthly audits.
- Prepare and submit reports on safety performance, non-conformities, and corrective actions.
- Monitor the implementation of safe work procedures, method statements, and risk assessments.
- Enforce compliance on LOTO (Lockout-Tagout), and working-at-height protocols.
- Ensure subcontractors and vendors meet EHS standards before commencing any site work.
- Validate and approve lifting plans and monitor lifting operations.
Incident & Risk Management
- Lead and document incident/accident investigations, including root cause analysis and follow-up tracking.
- Maintain an updated incident register and EHS performance KPI dashboard.
- Ensure all near misses, first aid cases, and injuries are reported, recorded, and investigated.
- Review and regularly update project Risk Assessment (RA) and Safe Work Procedures (SWP).
- Coordinate with medical teams and emergency responders in case of workplace accidents.
Permit-to-Work & Documentation
- Manage and control the Permit-to-Work (PTW) system for high-risk works such as excavation, confined space, and electrical isolation.
- Review and endorse Method Statements and Job Safety Analyses (JSAs).
- Maintain a documented system of EHS records, including training, inspections, and audits.
Training, Communication & Culture Building
- Conduct EHS induction training for all new employees, subcontractors, and visitors.
- Organize daily toolbox meetings and weekly safety briefings.
- Coordinate with site leadership for monthly EHS committee meetings.
- Develop and launch awareness campaigns (e.g., Safety Month, Fire Prevention Week).
- Promote a positive safety culture through rewards, recognition programs, and open feedback.
Site Coordination & Emergency Preparedness
- Ensure all site workers are provided with and using proper PPE.
- Supervise implementation of emergency response plans and drills (fire, chemical spill, evacuation).
- Act as liaison with government agencies during audits, site inspections, or regulatory visits.
- Ensure first aid stations and fire-fighting equipment are readily available and maintained.
- Monitor weather and environmental risks (e.g., heavy rain, heat stress) and advise accordingly.
Education
Diploma or Degree in Environmental Science, Occupational Health and Safety, Engineering, or a related discipline.Specialized knowledge / experience
- Familiar with Singapore’s WSH regulations (WSHA), environmental laws, and pollution control measures.
- Skilled in risk assessments, hazard identification, and incident investigations.
- Proficient in EHS systems, safety reporting, and training delivery.
- Strong in communication, documentation, and use of MS Office.
- Able to work independently, manage emergencies, and engage staff at all levels.
- Detail-oriented, proactive, and committed to continuous safety improvement.
