[What the role is]
The Waste Management Division (WMD) oversees solid waste management operations in Singapore.Under WMD, the Waste Collection Department (WCD) oversees the implementation of provisions and schemes for the collection of general waste in Singapore. We administer the Public Waste Collection scheme, regulate General Waste Collectors, facilitate the implementation of Pneumatic Waste Conveyance Systems in new developments and the adoption of Code of Practice on Environmental Health guidelines and requirements, and carry out enforcement actions against breaches of legislative and licensing provisions regarding waste collection.
Working in WCD, you will be part of a team responsible to ensure that waste and recycling collection services provided to households and establishments residing in the public waste collection sector you are assigned to are carried out by the appointed public waste collector according to licensing conditions and service standards. You will be required to work closely with various stakeholders such as members of the public, waste collection workers and supervisors, Town Councils, Managing Agents and other Government Agencies.
[What you will be working on]
Your scope of work will include the following:
Assessing, reviewing, and ensuring compliance with licensing conditions by Public Waste Collectors
Leading and managing a group of officers to address and respond to public feedback and conducting checks and enforcement of the Public Waste Collection contracts
Conducting field investigations on Public Waste Collection issues and putting up reports and recommendations to Principal and Chief Engineers
Liaising and working with stakeholders such as contractors, licensees, managing agents, agencies, residents, Town Councils, industry associations, etc.
Planning, implementing, assessing, and reviewing the Public Waste Collection scheme to continually improve the standards of waste management in Singapore
Assist in planning, implementing, assessing, and reviewing waste collection policies and programmes in Singapore
Managing compliance and enforcement frameworks for licensees
Work on tasks, projects and events as assigned
[What we are looking for]
Degree in Environmental Engineering
At least 3-5 years of professional experience, with preference for work related to environmental or waste management
Good critical thinking, analytical, and report writing skills and proficient in using Microsoft Office to deliver work submissions
Good team player who is mature, independent, resourceful, and able to foster teamwork
Good interpersonal skills, like to engage with people, and able to remain patient and firm when dealing with members of public
People management and supervisory skills
Good verbal and written communication skills
Good time management, organisational, prioritisation, and team delegation skills
Flexible, adaptable, and ready to respond to operational changes
Meticulous and detail-oriented
Ability to make sense of and respond effectively and quickly to large volumes of emails, information, data, and written communications

Relevant skills and experience in field enforcement and conduct of investigations will be advantageous
Interest in waste management, environmental and sustainability issues
Able to work on weekends or after office hours if required
