Role Overview
The Head of HSSE is responsible for leading the development, implementation, and continual improvement of HSSE strategies, policies, and management systems across FPSO projects and operations. This role ensures compliance with international standards, local regulations, and company requirements while driving a strong safety culture to safeguard personnel, assets, the environment, and reputation.
Key Responsibilities
Strategic & Leadership
- Develop and implement the company’s HSSE strategy, policies, and objectives tailored for FPSO operations.
- Provide leadership and direction to the HSSE team across projects and operating assets.
- Promote a proactive safety culture and visible leadership at all levels.
- Serve as the primary advisor to senior management on HSSE matters.
Operational & Compliance
- Ensure FPSO operations comply with international, flag state, class, and local regulatory requirements (e.g., IMO, SOLAS, MARPOL, OSHA, ISO, ISM Code).
- Lead the implementation and maintenance of HSSE management systems (e.g., ISO 45001, ISO 14001).
- Oversee risk management processes, including HAZID, HAZOP, SIMOPS, and emergency preparedness planning.
- Drive incident investigation, root cause analysis, and lessons learned dissemination.
- Ensure contractor and subcontractor HSSE performance is effectively managed.
HSSE Performance & Monitoring
- Establish KPIs, monitor HSSE performance, and report to executive management and stakeholders.
- Conduct regular audits, inspections, and management reviews onshore and offshore.
- Develop and oversee training, competency, and awareness programs for employees and contractors.
Emergency Response & Crisis Management
- Lead the Emergency Response Team (ERT) for FPSO operations.
- Ensure drills, contingency planning, and crisis management protocols are regularly tested and updated.
- Act as the key liaison with regulatory authorities and external stakeholders during HSSE-related incidents.
Qualifications & Experience
- Bachelor’s degree in Engineering, Occupational Safety, Environmental Science, or related discipline (Master’s preferred).
- 15+ years’ experience in HSSE within the Oil & Gas industry, with at least 7 years in leadership roles.
- Strong knowledge of FPSO project lifecycle (engineering, construction, commissioning, operation, decommissioning).
- Familiarity with offshore safety legislation, industry standards, and best practices (API, IOGP, ABS/DNV, ISO, ISM Code).
- Proven track record in developing and managing HSSE management systems.
- Experience in incident investigation methodologies (e.g., TapRooT, ICAM).
- Certification in NEBOSH/IOSH/Chartered Safety Professional preferred.
