Manning Strategy
- Execution of manning strategies in deploying competent and qualified seafarers to manage fleet vessels to suit company business expectation, Local and International Maritime Authorities’ requirement.
- Control the Fleet manpower utilization to optimise operations of vessels with cost effectiveness, high morale and discipline crew.
Manning scheduling
- Plan and implement strategic and systematic scheduling by integrating manning
agents to deliver superior business result.
- Execution of adequate number Fleet manpower planning to achieve smooth
operational obligation for maximum vessels’ utilisations.
- Propose officers and ratings to Marine & Ship managers and follow up on approval to
the proposals.
Personnel development
- Implement and manage career progression scheme for sea staff of various disciplines to ensure their long-term employment and commitment to minimise retention rate of the fleet.
Manpower budget
- Execute the approved annual and forecast manpower budget through effective and systematic crew scheduling in line with the requirements of business units.
- Monitor and control the crew and joining expenditures within the approved budget.
Crew manpower database
- Ensure crewing system is being utilised effectively and
efficiently to facilitate the administration of crew services, sea staff data and shipboard
movement for Fleet.
- Assess and review the systems capabilities for improvements to comply with STCW
2010, ISM, HSE, etc.
- Ensure Recruit Complete database is updated by working together with local manning offices.
- Update crew requirements in crew planner and follow up for pending requirements.
Networking and relationship building
- Maintain close relationship with internal parties such as Ship Management, Vetting, Accounting departments and external parties such as regulatory bodies, manning
agents, port agents and training providers to facilitate provision of efficient and effective ship manning services.
- Establish and maintain close rapport with sea staff and continuously propagate
company’s mission, vision and shared values to achieve company’s aspiration for becoming Global Championship.
- Perform vessel visits where possible.
Project
- Participate in fleet wide initiatives and projects to ensure fleet continues to
be competitive and deliver flawless and safe services to the Clients.
- Records management.
- Scribe monthly local and weekly group operations meeting minutes.
- Ensure vessel certificates related to crew such as Maritime Labour Convention (MLC)
/ Collective Bargaining Agreement (CBA) / International Transport Workers’ Federation (ITF) / Protection & Indemnity (P&I) Insurance are always valid.
- Liaise with manning offices to gather information updates for monthly KPI reporting, Weekly OCIMF matrix.
Agency Executive
- Monitor vessel arrival and departure.
- Process all formalities and declarations in a timely manner to ensure smooth
entry/departure of vessel assigned.
- Perform vessel visit, as required with , always
ensuring with Master that all husbandry, vessel and cargo requirements are in order.
- Arrangement of crew sign on/off which may include visa applications, booking of flight, hotel and transportation.
- Ensure Cash to Master (CTM) is safely delivered to, received acknowledged by
vessel Master.
- Ensure that all goods are safely delivered onboard vessel, checked and
acknowledged by crews onboard.
- Prepare quotations and proforma disbursements as required by clients.
- Distribute and collect company Customer Satisfaction survey.
- Assist Manager in management of suppliers.
- Report leads, business opportunities and relevant port updates observed to manager.
- Propose workflow Improvements to improve efficiency.
Quality Management System
- Monitoring changes in any regulations / requirements that can impact the business process. These include but are not limited to changes such as ISO 9001:2015, MLC implementation and Crew Agreement related matters, etc.
- Assisting Quality Manager in all Quality Management System related matter.
Others
- Participate in meetings such as weekly & monthly operation meetings, bi-annual
management review meetings, monthly HSSE meetings, etc.
