Typically performs one or more of the following in capacity of either an individual contributor (as directed and/or independently), or as a manager:
- Plans , directs. and administers an organization's employment and recruiting strategies, policies, and objectives focusing on university and campus recruiting and relations to achieve optimal staffing levels for organizations current and future resource needs that meet governmental requirements and minimizes cost per hire.
- Develops relationships with internal business units and University partners to identify and recruit qualified talent in a timely manner.
- Directs the design and implementation of candidate sourcing/selection processes, resume/CV management and other recruitment tools for management, professional, technical and support level positions driving the staffing of a diverse organization.
- Monitors the status of all recruitment prospects and analyzing statistical recruiting data to determine the effectiveness of recruiting plans.
- Performs all activities in a safe and responsible manner and support all Environmental, Health, Safety & Security requirements and programs
- Works and collaborates other projects and/or assignments as needed

We are seeking a visionary and strategic leader to spearhead our University Recruiting and Talent Partnerships function in Singapore. This role is pivotal in shaping the future of our workforce by building a robust, diverse, and future-ready talent pipeline aligned with our global growth ambitions.
As the University Recruiting Leader - APAC, you will lead the design and execution of innovative, scalable, and inclusive programs that attract top emerging talent from universities, polytechnics, technical institutions, and non-traditional pathways. You will collaborate closely with global and regional business leaders, HR partners, educational institutions, and government agencies to ensure our talent acquisition strategies are aligned with business needs and market dynamics.
Key Responsibilities
Strategic Leadership & Program Design
- Develop and execute a comprehensive university recruiting and partnerships strategy that aligns with global talent goals and local market needs.
- Translate global talent strategies into localized, high-impact programs that improve the scale, quality, and diversity of our early-career talent pipeline.
- Lead and mentor recruiters focused on campus engagement, recruiting partnerships, and inclusive hiring initiatives.
Partnerships & Ecosystem Engagement
- Build and nurture long-term partnerships with universities, polytechnics, and technical institutions to co-create curriculum and career pathways.
- Collaborate with government agencies to design upskilling and reskilling programs that enhance employability and support national workforce development goals. Represent the company at key industry events, career fairs, and thought leadership forums to strengthen our employer brand.

Inclusive Talent Acquisition
- Champion diversity, equity, and inclusion (DEI) in all recruitment efforts, with a focus on attracting talent from underrepresented and non-traditional backgrounds. Design inventive sourcing strategies and programs that engage diverse talent pools through unconventional channels and community-based initiatives.

Operational Excellence & Data-Driven Insights
- Use data and analytics to measure program effectiveness, track ROI, and inform continuous improvement.
- Ensure operational rigor in program execution, including budget management, stakeholder reporting, and compliance with global standards. Collaborate cross-functionally to support hiring spikes and special initiatives across regions and business units.

Required Qualifications
- Bachelor’s degree with 8+ years of experience in talent acquisition, university recruiting, or program management.
- 2+ years of direct people management experience, with a proven track record of leading high-performing teams.
- Demonstrated success in building and scaling early-career talent programs across global or regional markets.
- Strong project management skills and experience working with cross-functional and geographically dispersed teams.
- Exceptional communication and stakeholder management skills, with the ability to influence at all levels.
Preferred Qualifications
- 5+ years of experience in university or campus recruiting, preferably in a high-tech or manufacturing environment.
- Experience in developing and executing DEI-focused recruiting strategies.
- Strong analytical mindset with experience using data to drive decisions and optimize outcomes.
- Familiarity with the Singapore education and workforce development ecosystem is a plus.
