[What the role is]
The Land and Concept Development Division (LCDD) champions masterplans and development of tourism precincts across Singapore for the purpose of building a steady pipeline of purpose-of-visit driving products to enhance destination appeal and drive spend. The team embarks on investment promotion efforts to anchor high quality offerings and facilitates land activation with key Government agencies to catalyze the outcomes.[What you will be working on]
The officer will play a key role in this by overseeing the completion of commissioned technical works (i.e., soil investigation, cadastral survey, detection of existing services onsite, etc.) to obtain findings which will fit into tender packages for upcoming site launches. The findings will present a comprehensive view of the site conditions and allow LCDD to make informed decisions and necessary interventions prior to tender launches, including site preparations, detailing clear technical specifications and requirements for potential bidders, etc. This will require the officer to manage the appointed external consultancy firm(s), engage with internal and external stakeholders, particularly technical government agencies on technical consultations, and translate the findings into relevant information to convey to potential tenderers. He/she will need to ensure that the technical works are completed in accordance with the intended timelines and the awarded scopes.
The officer will also be required to support LCDD in other areas of work as assigned by the Reporting Officer, such as conducting research and analysis on key tourism trends.
You will need to monitor t he appointed external consultant's progress and timeline, address clarifications, facilitate site works, and update management at appropriate junctures. This will also involve attending meetings/ discussions with technical agencies (if necessary) and highlight the implication of agencies' requirements on the proposed development. You will then need to review and provide input to the proposed Conditions/ Requirements of the tender specifications in aspects of technical/engineering scope of the development.
