Job Overview
We seek a proactive Procurement & Supply Specialist to manage end-to-end sourcing, supplier partnerships, and logistics for vessel operations (Harbour Craft/working boats). You’ll ensure cost-effective, timely procurement of marine supplies (e.g., bunker fuel, freshwater, spare parts, provisions) while optimizing inventory and compliance with port regulations.
Key Responsibilities
1. Procurement & Supplier Management
Source and onboard reliable suppliers for marine supplies: bunker fuel, lubricants, spare parts, provisions, and freshwater.
Negotiate contracts to secure competitive pricing, payment terms, and service-level agreements (SLAs).
Maintain a supplier database, conduct performance reviews (cost/quality/on-time delivery), and ensure compliance with ISO/ISM standards.
2. Inventory & Logistics Coordination
Plan replenishment schedules aligned with vessel operational cycles to prevent shortages/overstocking.
Coordinate with warehouses, terminals, and logistics teams for just-in-time deliveries to vessels.
Oversee bunkering operations, ensuring adherence to MPA/PSA environmental regulations.
3. Cost Control & Data Analytics
Analyze spend data to identify savings (e.g., bulk discounts, alternative suppliers).
Monitor market trends (e.g., fuel price fluctuations, spare parts availability) to adjust procurement strategies.
Prepare monthly reports on procurement spend, supplier KPIs, and inventory turnover.
4. Compliance & Contract Administration
Ensure all purchases comply with MPA (Maritime and Port Authority) and PSA (Port of Singapore Authority) regulations.
Manage contract lifecycle (payment tracking, delivery milestones, warranty claims).
Handle urgent procurement (e.g., emergency repairs) to minimize vessel downtime.
Job Requirement
1.Education: Diploma/Degree in Supply Chain, Maritime Studies, Mechanical Engineering, or related fields.
2.2+ years in procurement/supply chain (maritime/port/logistics industry preferred).
3.Familiarity with bunker fuel procurement and marine supply markets.
4: Skills:
Negotiation: Ability to secure favorable terms with suppliers.
Analytics: Proficient in Excel (PivotTables, VLOOKUP) for data-driven decision-making.
Compliance: Knowledge of MPA/PSA regulations for marine procurement.
Language: Fluent English (contracts/supplier communication); Mandarin proficiency is a plus.
5.Preferred Qualifications
Prior experience in port/vessel procurement with local supplier networks.
Certifications: CIPS, CSCP, or ISM Code training.
