The Program Manager will manage the replatforming of a critical application across three key tracks: Infrastructure track for building new technology stacks in the Government Data Centre, Application track for refactoring the application for the new technology environment, and Cybersecurity track for conducting threat risk assessment of the new setup.
The role requires strong competency in three critical areas: identifying and mitigating program execution risks, monitoring progress and managing dependencies across tracks, and providing consolidated status updates to stakeholders. Working closely with Project Managers from each track, the Program Manager will gather detailed updates, coordinate cross-track activities, and ensure alignment of deliverables. The Program Manager will be responsible for developing comprehensive risk management strategies, ensuring synchronized delivery across tracks, and driving key decisions through effective stakeholder management.

1. Responsibilities
· Ensure overall success of a program, by ensuring that program is delivered on time, within budget, meet business requirements and comply with governance framework, including security and resiliency.
· Manage and monitor plan, program milestones, risk and change management to ensure delivery of the program on schedule, within scope and budget.
· Plan and manage the scope of the program, its objectives and desired outcomes, and ensure alignment of program to the business outcomes of the Authority.
· Lead the development of the overall program schedule & activities based on the appropriate methodology including identifying dependency, critical path, milestones and deliverables.
· Build comprehensive work plan and ensure all team members are on-board with delegated tasks and activities.
· Conduct regular meetings and provide progress and status reports to stakeholders.
· Perform stakeholder management, including keeping the relevant stakeholders informed of the program status on a timely and regular basis.
· Manage processes and procedures covering issue and risk management.
· Manage the program schedule & lead activities towards the successful closure of the program including Performance Guarantee and Warranty Period
· Establishing and maintaining quality standards across all projects, ensuring deliverables meet specified requirements and implementing quality control measures.
Developing and implementing comprehensive change management plans to support successful adoption of programme outcomes, including training and engagement strategies.
What we are looking for
PMP (Project Management Professional) or an equivalent certification will be an added advantage.
· Possess a proven and successful track record in managing large scale program in Singapore Government/ banking and finance domain will be an added advantage.
· Knowledge of Singapore Government governance processes will be an added advantage.
· Proficiency in project management tools, Microsoft Office suite and Microsoft SharePoint
· Proficiency in JIRA and Atlassian suite for project tracking and team collaboration
