Job Description
- Oversee overall project management, ensuring quality, cost, statutory, safety, environmental, and scheduling requirements are met.
- Maintain success criteria for the project, including time, cost, technical, and performance parameters.
- Identify and communicate quality, safety, health, and environmental issues to appropriate stakeholders.
- Maintain effective project governance, processes, and systems throughout the project lifecycle.
- Monitor the baseline schedule, including deployment of resources, materials, and plant. To escalate this at appropriate levels for action.
- Maintain and update detailed project plans, where required for stakeholders’ reporting.
- Facilitate cross-functional project team by fostering proper communications channels and establishing reporting structures.
- Manage the design change and variation control processes at appropriate project phases.
- Monitor the project development budget utilization and advise Client on contingency measures, if required.
- Manage the flow of project information between the team and the client through regular meetings and written communications.
- Assist in the update of baseline schedules, prepares project progress reports, as well as any other ad hoc reports.
- Interface with the client and other consultants at all project stages.
- Identify opportunities to identify and add value to clients requirements and to escalate such opportunities to the line manager for follow up.
- Ensure key information and learning points from each project are captured as part of the internal database / case studies.
- Ensure prompt invoicing to client when claims are due and monitor the project's financial status accordingly.
Qualifications
- Degree in Engineering (Structural/Mechanical/Electrical/Civil), Architecture, Project Management or Construction Management.
- 6 - 12 years of relevant experience in delivering public sector related projects in healthcare, educational, security in Singapore. Experience in delivering infrastructure and civil projects can be considered.
- Have working knowledge of Public Sector Standard Conditions of Contract for Construction Work, Public Sector Standard Condition for Design and Build, and/or the Standard Conditions of Nominated Sub-Contract.
- Being a registered member with Society of Project Managers, Singapore ("SPM"), accredited under Tier 3 or above in SPM’s APM scheme or with the respective professional bodies or professional institutions of the Building Construction Authority (“BCA”).
- Attended and pass the "Construction Safety Course for Project Managers" course with approved training providers registered with the Ministry of Manpower.
- Ability to lead large multi-disciplined design and construction teams, with excellent leadership and problem-solving skills.
- Demonstrated ability to work in a fast-paced and high-pressure environment, meeting tight deadlines, and work proactively as part of a committed team.
- Working knowledge of MS Project and MS Office suite of products.
- Fluent in spoken and written English.
