Primary Position Function:

The Lead HSEQ Engineer role is a leading role within the HSEQ team with a responsibility to ensure that the HSEQ team (connected to the Singapore office and Projects) is effectively managed and supported, and to provide guidance to the required areas of projects and operation in accordance with the approved HSEQS Management System. The position acts as a key liaison between the Client, project teams and the Group HSEQ function, ensuring HSEQ objectives are embedded into day-to-day operations.

Position Requirements:

  • Certificate IV / Diploma level qualification or equivalent with experience in Occupational Health and Safety, Environmental Science, or a related field.
  • Minimum 5 years’ experience in HSEQ roles, preferably in offshore or marine industries.
  • Strong working knowledge of ISO 9001, ISO 14001, and ISO 45001 standards.
  • Familiarity with incident investigation tools such as ICAM or TapRoot®.
  • Competence in risk assessments, audits, toolbox talks, and safety leadership.
  • Strong interpersonal and communication skills suited to multicultural and operationally diverse environments.
  • Capable of influencing and coaching site supervisors, workshop leads, and subcontractors on safe work behaviours.
  • Offshore and workshop experience preferred.
  • Certification in offshore survival, first aid, and other relevant HSEQ certifications is preferred.

Desirable Position Requirements:

  • Experience in coaching and influencing management, supervisors, and work teams.
  • Fluent in English, written and spoken.
  • Expert proficiency with MS Office (Teams, SharePoint, PowerPoint, Word, Excel, and Outlook).

Position Accountabilities and Responsibilities : Lead HSEQ Engineer Operations

Accountabilities:

  • Report to the Group HSEQ Manager, APAC for all aspects of safety, occupational health, and environmental issues for operations. This includes implementation of HSEQ Policy and Procedures, HSEQ culture, direction, goals, and ensuring milestones are achieved.
  • Maintain an annual Internal Audit program (Singapore) in collaboration with Department Managers and Group HSEQ Manager.
  • Close out all Safety Observation Cards, Hazard Observation Cards and other HSEQ related processes.

Responsibilities:

Role Specific (General)

  • To supervise and oversee day to day operational HSEQ support required for projects and worksites.
  • To support the Group HSEQ Manager, APAC with performance reporting and the continual development of the HSEQS Management System for Singapore operations.
  • To provide a team focal point and ensure HSEQ support is provided to operational worksites, ensuring standards are maintained and best practice is applied in all areas.
  • To take a leading role and contribute to the Commercial tendering / bid process.
  • To guide and support HSEQ team members to ensure a high standard of service is provided from the team.
  • To bring to the attention of the Group HSEQ Manager of APAC any deficiencies or urgent matters relating to HSEQ matters or potential breaches in legislation.
  • To continually promote and present the HSEQS culture and values of Shelf at departmental, project and client level.
  • Facilitate or contribute to regular safety meetings, pre-starts, and toolbox talks.
  • Encourage reporting culture and continuous improvement through proactive engagement.
  • Assist in emergency preparedness planning and drills relevant to the site or activity.
  • Maintain up-to-date knowledge of Singapore regulatory requirements and relevant statutory obligations.

Risk Management

  • To oversee and participate where required in project or site HIRA’s/HAZID/HAZOP/SJA processes in conjunction with project teams and Site Managers.
  • To oversee and ensure effective implementation of hazardous substance management systems.
  • Provide advice on specific hazardous working practices and necessary control measures.
  • To participate in tender / project risk review processes.

Operational / Project Support

  • Allocation of resources and provision of operational guidance relating to HSEQ requirements during all project phases.
  • Support to all project and worksite HSEQS requirements.
  • Provide direct support and coaching to the Singapore HSEQ Department members.
  • To provide operational guidance relating to HSEQS requirements during tender, contractual, installation and construction phases.
  • Take a leading role to support requirements to the Commercial tendering / bid process, ensuring all HSEQ information is accurately reviewed and submitted in accordance with client expectations.
  • Liaison with client / third parties / charterers and attendance at project meetings / client conferences / audits / inspections.
  • Participation in the review and continual improvement of the HSEQS Management System.
  • Participation in the internal audit process including conducting specific audits as necessary.
  • Support and process HSEQ matters and support requirements from onshore and offshore work sites.
  • Develop and deliver HSEQ training courses as required.
  • To participate in the process for identification, recording, investigation and follow up of HSEQ related incidents.
  • Support project teams in incident reporting, investigation (ICAM), and close-out of actions.
  • To support active learning and distribution of critical HSEQ information throughout the organisation.
  • To aid the realisation of company HSEQ performance targets and objectives.
  • Production of clear and concise audit reports and overseeing that corrective actions are effectively tracked and closed out.
  • Attendance at project specific operational and lessons learnt meetings both internal and external to ensure HSEQ issues are suitably addressed.
  • Development and participation with the improvement of systems and processes where deficiencies have been identified.

Compliance / Monitoring and Control

  • To participate in the external accreditation audit process in relation to ISO 9001 / ISO 14001 / ISO 45001.
  • To monitor and advise / report on areas of non-compliance to legislation or adherence to HSEQS Management System.
  • Participation with the distribution of HSEQ performance statistics throughout the organisation and to relevant third parties i.e. partners, clients and operators.
  • Provision of support to Commercial and Operational Departments with client interface processes, including audit / inspection requirements.
  • Oversee in conjunction with Department / Location Managers that worksites and offices are in adherence with the HSEQS Management System and local / national HSE legislation.
  • To monitor and oversee that all HSEQS actions are suitable registered, monitored and closed out in a timely manner.

HSEQ

  • All Shelf employees whether permanent or temporary personnel, regardless of location are responsible for the Health, Safety, Environmental, Quality and Security compliance relating to the work that is performed by the company;
  • In all phases of operations, due consideration shall be given to the safety and occupational health of personnel, the environment and company assets, and line managers are to ensure that all work is performed in conformance with HSEQS requirements set out by company and client and applicable statutory regulations;
  • In accordance with the structure and governance of the Company, the position holder is to inform their Line Manager of any matters of importance regarding department or the performance of the Company.

Ensure Team Members have and wear personal protective equipment (PPE) suitable for the circumstances and environment.
  • Monitor all equipment, assets, and workspaces, reporting any activities resulting in the loss, misuse, or misappropriation.
  • Consult and liaise with internal and external third parties on Team HSEQ issues.
