[What the role is]
The Operations Planning and Monitoring Department (OPMD) holds the operations planning and monitoring function of the Place Management and Operations Division (PMOD), including building a sensing capability with data from markets and hawker centres. It ensures good cleaning outcomes at all MSE-owned markets & hawker centres, and high performance standards of the integrated cleaning contractors, as well as drives new initiatives, such as Clean Tables / Clean Toilets / Environment Sanitation (ES) Regime to shore up public health resilience.[What you will be working on]
You will work closely with various internal and external stakeholders to plan and implement transformational initiatives to enhance standard of cleanliness and hygiene in markets and hawker centres, and drive operations excellence within the Division. You will be responsible for the following:
Plan, develop and lead end-to-end procurement and management of contracts required by department e.g. integrated cleaning contracts, car park contracts
Oversee the performance of outsourced contractors, including contract administration
Spearhead and implement new initiatives (e.g. deploying innovative technology) to enhance productivity / work processes / customers’ satisfaction and in turn, improve the standard of cleanliness and hygiene in markets & hawker centres
Facilitate and monitor the department’s operational budget
Lead team to ensure compliance to the ES Regime at NEA-managed markets & hawker centres
Maintain a thorough understanding of relevant regulations / guidelines and front contract audits
Coach and develop staff competency in contract management and administration
Other duties to be assigned relating to contract management / operations planning
[What we are looking for]
At least 8 years of working experience in contract management / operations planning
Prior experience in government procurement will be an advantage
Meticulous with an eye for detail
Organised and able to multi-task
Strong analytical and project management skills
Good written and verbal skills
Good communication skills and task-orientated
Able to work independently, collaboratively and under tight deadlines
Strong leadership qualities, self-driven, resourceful and ready to strive for improvement
Proficient in Microsoft Office Suite and computer skills
Able to adapt to a fast-paced environment and work weekends/beyond office hours (when necessary)
