The Consortium for Clinical Research and Innovation, Singapore (CRIS) brings together seven national R&D, clinical translation and service programmes to advance clinical research and innovation for Singapore, and establish important capabilities for a future-ready healthcare system.

SIMFONI
The SIngapore Medical FOundation AI model (SIMFONI) Programme was established in 2025 to advance the safe and responsible use of Artificial Intelligence (AI) in Singapore’s public healthcare ecosystem to support healthcare professionals in providing care to patients.
SIMFONI will build up the capabilities and infrastructure to accelerate the development and deployment of large-scale machine learning models, known as Foundation models (FM) for improved healthcare outcomes.
Key Responsibilities
As the Lead for Corporate Services, you will work closely with the Executive Director to drive governance, strategic planning, and operational excellence. You will lead a team responsible for managing grant disbursements, budgets, procurement, HR processes, and culture-building — enabling our technical, product and clinical teams to deliver at pace and with purpose.
1. Strategic Planning & Governance
- Support the Executive Director in preparing Board and Leadership updates, including key milestones tracking, budget utilisation, and strategic risk mitigation.
- Establish and maintain a robust reporting framework and governance calendar to track project KPIs, compliance requirements, and grant performance.
- Develop and implement executive dashboards and summaries to facilitate informed decision-making and enhance stakeholder engagement.
2. Finance & Fund Management
- Oversee cost centre setup and budget tracking processes to ensure timely and accurate utilisation of resources.
- Lead the administration and disbursement of grant funds to partners, ensuring accountability, audit compliance, and outcome-driven resource allocation.
- Drive financial planning cycles and develop scenario-based models to guide strategic resource distribution.
3. Operations & Corporate Services
- Lead a team in delivering core operational functions, including procurement, HR coordination, contract administration, and internal policy formulation.
- Ensure operational practices align with public sector or grant governance requirements, including audit compliance and documentation standards.
- Streamline processes and introduce tools or standard operating procedures to increase operations efficiency whilst minimising administrative risk.
4. Culture & Organisational Development
- Drive internal engagement and cohesion through retreats, staff events, onboarding activities, and milestone celebrations to foster team unity.
- Champion the development of a collaborative and high-performing team culture aligned to the mission of transforming healthcare.
- Serve as the cross-functional liaison to harmonise internal communications and ensure alignment of shared goals.
Requirements
- Bachelor’s degree in a related field. Master’s degree is a plus.
- Minimum 10 years of relevant experience, with at least 5 to 6 years in a leadership or supervisory capacity.
- Proven experience in strategic planning, financial management, and operations, preferably in healthcare, research, or public sector settings.
- Strong written and verbal communication skills, with the ability to translate complex data into executive insights.
- Experience with fund/grant administration and governance is essential.
- Highly organised, adaptable, and confident navigating ambiguity in a fast-moving, mission-driven environment.
