Job Summary:
The Resident Technical Officer (Tunnel) is responsible for providing full-time, on-site supervision of tunneling works to ensure they are carried out in compliance with approved plans, specifications, safety regulations, and quality standards. The RTO (Tunnel) plays a key role in monitoring and documenting site progress, safety, and workmanship, particularly in TBM, NATM, or pipe-jacking operations.
Key Responsibilities:
- Conduct day-to-day site inspections and supervision of tunneling construction works including excavation, TBM/NATM operations, pipe jacking, segment installation, and grouting.
- Ensure all works are carried out in accordance with construction drawings, method statements, and safety standards.
- Witness tests and inspections on tunneling materials (e.g., segments, gaskets, grout) and equipment.
- Assist in checking alignment, levels, and dimensions related to tunneling works.
- Monitor and record tunneling machine performance, advance rates, and face conditions.
- Liaise with contractors’ site supervisors to resolve site issues and maintain work progress.
- Prepare and submit daily site reports, photo records, and quality checklists.
- Monitor implementation of instrumentation and monitoring (I&M) systems, including movement and settlement readings.
- Report any site non-conformities, unsafe acts, or environmental hazards to the RE/SRE.
- Attend toolbox meetings, safety briefings, and site coordination meetings.
Requirements:
- Diploma in Civil Engineering or equivalent from a recognized polytechnic or institution.
- Accredited as Resident Technical Officer (Tunnel) with IES/ACES.
- Minimum 3 years of relevant supervision experience in tunneling or underground works.
- Familiar with tunneling methods such as TBM, NATM, or pipe jacking.
- Good knowledge of construction practices and safety regulations in Singapore.
- Able to work shifts, weekends, or night duty as required for 24/7 tunneling operations.
- Able to interpret construction drawings and technical specifications.
- Team player with good communication and observation skills.
Preferred:
- Experience in large-scale infrastructure projects such as MRT, DTSS, or underground utilities.
- Familiarity with LTA/PUB/BCA submission procedures and QA/QC documentation.
- WSQ Safety training or other MOM-recognized certifications (e.g., BCSS, CSOC).
