Human Resources Executive (Construction)

Roles and Responsibilities
1. Compensation & Benefits
- Administer, review, and improve compensation and benefits policies in line with company strategy and MOM guidelines.
- Conduct salary benchmarking and provide recommendations to ensure internal equity and market competitiveness.
- Manage employee benefits programs including insurance, leave, medical claims, and allowances.
- Handle annual increment, bonus, and performance appraisal cycle from data collation to analysis and payout.
2. Payroll Processing
- Full-cycle monthly payroll processing using Timesoft HR system for both local and foreign workers.
- Ensure timely and accurate computation of salaries, overtime, shift allowances, CPF, SDL, and other statutory contributions.
- Handle payroll reconciliation, variance reporting, and liaise with Finance for disbursement.
- Ensure compliance with statutory requirements (IRAS, CPF, MOM, etc.) and timely submission of IR8A and other tax-related forms.
3. HRIS – Timesoft System
- Manage and maintain employee records in Timesoft including onboarding, transfers, promotions, and terminations.
- Generate monthly HR reports such as headcount, turnover, absenteeism, and payroll summaries.
- Troubleshoot and escalate any system-related issues with the vendor, ensure system accuracy and functionality.
4. Ground HR Coordination
- Act as key HR point of contact for construction site teams.
- Support site managers in manpower planning, hiring, transfers, and onboarding/offboarding processes.
- Conduct site HR inspections, handle grievances, counsel workers, and support employee engagement initiatives at site level.
- Ensure compliance with site-level HR practices and company SOPs.
5. Dormitory & Worker Welfare Management
- Oversee workers' accommodation arrangements in dormitories, ensuring compliance with government housing standards.
- Coordinate with dormitory operators on check-in/out, room allocation, discipline issues, and maintenance matters.
- Monitor occupancy, cleanliness, and safety conditions of dorms.
- Address worker concerns related to housing and welfare, and propose improvements.
6. Employee Engagement, Company Events & Bonding Activities
- Plan, organize, and execute internal staff engagement initiatives such as festive celebrations, team-building sessions, long service award ceremonies, and annual dinners.
- Collaborate with management and department heads to foster a positive and inclusive workplace culture.
- Develop creative staff bonding activities that enhance employee morale and strengthen interdepartmental relationships. Conduct post-event feedback and analysis for continuous improvement of future events.
Key Requirements
- Minimum Diploma/Degree in Human Resource Management or equivalent.
- At least 5 years of relevant HR experience, preferably in the construction or built environment sector.
- Strong knowledge of Timesoft HR System , MOM regulations, and payroll/compensation practices.
- Excellent interpersonal and coordination skills, especially with site teams and foreign workforce.
- Creative, hands-on, and passionate about employee engagement and workplace culture.
- Able to work independently and manage multiple responsibilities in a dynamic environment.
