We are seeking an experienced HR Executive to support our construction company’s human resources functions. The ideal candidate will handle recruitment, payroll, compliance, and employee relations while ensuring adherence to industry-specific labour laws and safety regulations. This role requires someone with strong organizational skills, knowledge of construction workforce dynamics, and the ability to manage HR operations in a fast-paced environment.
Key Responsibilities
Recruitment & Workforce Management
- Manage full-cycle recruitment for construction roles (e.g., engineers, supervisors, skilled workers).
- Coordinate with project managers to forecast manpower needs and ensure timely hiring.
- Source candidates through job portals, agencies, and trade schools.
- Process work pass applications/renewals (WP, SP, EP) for foreign workers.
Payroll & Benefits Administration
- Handle monthly payroll for office staff and daily-rated workers (including overtime,allowances, site claims, CPF contributions, IR21 & IR8A).
- Ensure compliance with construction industry wage guidelines (e.g.,Progressive Wage Model for certain roles).
- Administer employee benefits, including medical, insurance, and site safety coverage.
Compliance & Safety
- Ensure adherence to MOM regulations, Employment Act, and Workplace Safety & Health (WSH) Act.
- Maintain proper documentation for foreign worker quotas, levies, and dormitory requirements.
- Conduct safety briefings and ensure workers have valid safety certifications (e.g., BCSS, CSCS).
Employee Relations & Site HR Support
- Act as a liaison between site teams and management for HR-related matters.
- Address worker grievances, disciplinary actions, and conflict resolution.
- Organize safety training, team-building activities, and welfare programs.
HR Operations & Reporting
- Maintain employee records, including attendance, leave, and training certifications.
- Prepare reports on manpower utilization, turnover, and training compliance. Assist in audits (e.g., MOM inspections, ISO certifications).
Job Requirements
Education & Experience
- Diploma/Degree in HR Management, Business Administration, or related field.
- Minimum 5 years of HR experience, preferably in construction, or related industries.
- Familiarity with Singapore labour laws, especially those affecting construction (e.g., PWM, WSH, etc).
Technical Skills
- Proficient in HR software and Microsoft Excel.
- Experience with work pass applications (WP/SP/EP) and MOM portals.
- Knowledge of construction industry payroll practices (e.g., daily wages, overtime calculations).
Soft Skills
- Strong communication skills (able to interact with both office staff and site workers).
- Problem-solving attitude with the ability to handle worker disputes professionally.
- Adaptable to site visits when required (e.g., safety audits, worker welfare checks).
Preferred Qualifications
- Experience with unionized workforces (e.g., working with BCA).
- Knowledge of construction safety standards (e.g., ISO 45001, bizSAFE).
