Role Summary:
The Cluster Lead is responsible for the overall management of all rooftop solar assets under the HDB Cluster. This role involves leading a team of supervisors and technicians, ensuring operational excellence, compliance with relevant standards, and driving continuous improvement in asset performance.
Responsibilities:
Cluster Oversight & Team Management
- Lead and supervise all supervisors and technicians under the HDB cluster.
- Ensure maintenance schedules, performance targets, and safety standards are consistently met.
- Allocate tasks and resources effectively across the cluster to optimize operational efficiency.
Asset Performance & Maintenance Strategy
- Oversee preventive and corrective maintenance across all HDB solar assets.
- Ensure that maintenance activities are conducted in accordance with relevant IEC standards and Singapore Electrical Code of Practice
- Develop and enforce internal maintenance SOPs and standards tailored to Operations
- Resolve complex issues encountered on-site, including system-level faults and persistent underperformance.
Annual Maintenance Planning & Execution
- Develop annual maintenance plans in coordination with asset management
- Track progress of maintenance execution, ensuring alignment with plan and compliance with budget.
- Identify opportunities for lifecycle upgrades, repowering, or system optimization.
Budget & Resource Management
- Prepare, manage, and track annual operating budget for the cluster.
- Optimize use of manpower, materials, and outsourced services to meet performance goals within cost targets.
Stakeholder Management
- Serve as the primary interface with HDB, Town Councils, and other relevant public agencies.
- Coordinate with subcontractors and service providers to ensure high-quality delivery of maintenance works.
- Prepare and present cluster performance reviews or updates to internal stakeholders and external partners.
Project Takeover from Construction
- Work closely with the E&C (Engineering & Construction) team to support project handover from construction to operations.
- Lead the execution of takeover inspections, punch-list management, and DLP (defects liability period) issue tracking and resolution.
- Establish baseline documentation and preventive schedules upon operational readiness.
Compliance, Audits & Documentation
- Participate actively in internal audits (e.g., ISO 45001, ISO 14001) and external audits by authorities or stakeholders.
- Maintain accurate records of maintenance, incidents, inspections, and corrective actions for audit readiness.
Data-Driven Decision Making
- Work closely with the asset management and performance monitoring teams to analyse performance data.
- Use insights to initiate performance improvement measures and early intervention on degradation trends or systemic faults.
Ad-hoc & Strategic Initiatives
Support special projects such as remedial work planning, repowering, and equipment upgrades.Requirements:
- 3-5 years of experience in solar O&M, with at least 2 years in a leadership or supervisory role.
- Diploma or Degree in Electrical, Mechanical, or Energy Engineering.
- Strong knowledge of IEC standards, Singapore Electrical Code and relevant local regulations.
- Experience managing rooftop solar systems, including budgeting, stakeholder coordination, and incident resolution.
- Proficient in Microsoft Excel, Word, PowerPoint and able to interpret performance data for decision-making.
- Skilled in developing SOPs, handling audits, and leading maintenance planning and project handovers.
- Strong leadership and communication skills, with the ability to manage teams and liaise with HDB and Town Councils.
- Valid Class 3 driving license and comfortable working at heights and across multiple sites.
